There are free spiderweb patterns at the links below, but it’s often just as easy to make your own design.
For handquilting, the simplest thing is to just draw the design on each block of the quilt using a white chalk or silver pencil (depending on the fabric color). Like most natural things, no two spiderwebs are the same, so don’t worry if yours aren’t identical (practice on paper first, to get the idea). Start by drawing in the anchor lines, a total of 4 of them. The first 2 lines go diagonally corner to corner, crossing in the center. The next 2 go vertically and horizontally through the center. Now, start in the center and draw a line that goes straight from one anchor line to the next but spirals outward - you want to complete 3 to 4 laps around the center, so gauge your spacing accordingly.

A spiderweb pattern would be fairly easy to do freehand (or mostly freehand). Start in one corner and mark straight lines all the way across the quilt at different angles. Then connect those lines using slight arcs, curving toward the starting corner. You could also start in the middle and work out, with lines radiating to each corner and side. Then do the arcs all the way around. Check out this site for simple spiderweb drawings for inspiration:
